Programme LAP

The Leadership Academy Programme (LAP) course is an interactive training programme for public authorities of all levels that seeks to develop leadership for organisations, leadership for strategy and leadership for capacity building over 2-3 stages. The purpose of the programme is to teach participants better leadership, management, and planning skills. Participants from Bosnia and Herzegovina include various local authorities and civil servants from across the 12 municipalities.

The main goal of the LAP Programme is the adoption of knowledge and tools that will enable participants to better manage responsibility and changes within the institutions they come from.

The LAP consists of three stages:

  1. Leadership for organizations
  2. Leadership strategies
  3. Leadership for Capacity building

Trainers are certificated by Council of Europe (CoE) and they are using different modules developed by CoE for education of target group(s).

Capacity Building Activities: assessment of LAs using ELOGE programme

To ensure the capability of Consortium, a training for trainers will be organized aimed at giving project consortium CSOs the skills and tools for setting up and evaluation and monitoring the system for the performance of the Local authorities. This training will be based on the 12 principles of good governance developed by the Council of Europe. The training for trainers will be delivered by external experts delegated by CoE, and the participants will be provided with Certificate of trainers for ELOGE programme.

Trainings module for local authorities and civil society in participative democracy

12 municipalities and 40 grass-root civil society organizations from Bosnia and Herzegovina will have the opportunity to be part of this activity whose aim is the representatives of local authorities and civil society to strengthen the capacities in assessing and monitoring the local level of good governance and using participatory methods, in order to be able to identify more sustainable, fair and inclusive solutions.

Coaching module for participative processes for local problems engaging 12 municipalities in BiH

The aim of this activity is to provide coaching activities by ALDA experts for participative process to the 12 local municipalities in B&H. Following the previous two activities, related to the assessment of municipalities and the capacity building activities. In this regard, the problems that the local governments are facing, have been identified, and also, concretely addressed by both-local authorities and civil society organizations. This coaching module will present 2 representatives from Local authority from each town (12 municipalities), and will last for 3 days and it will be organized in Trebinje.
